Open Template.
Delete Copyright layer, Hearts & Raster2.
We will start at the bottom layer and work our way up.
Open Paper6, paste as a new layer below Mask, Activate Mask Layer, Selections/Select All/Float/Defloat/Invert, Activate Paper6 layer, Cut/Select None, delete Mask Layer.
Open Paper3, paste as a new layer below Red Circle, Activate Red Circle Layer, Selections/Select All/Float/Defloat/Invert, Activate Paper3 layer, Cut/Select None, delete Red Circle Layer.
Open Paper2, paste as a new layer below Square1, Activate Square1 Layer, Selections/Select All/Float/Defloat/Invert, Activate Paper2 layer, Cut/Select None, delete Square1 Layer.
Open Paper9, paste as a new layer below Blue Rectangle, Activate Blue Rectangle Layer, Selections/Select All/Float/Defloat/Invert, Activate Paper9 layer, Cut/Select None, delete Blue Rectangle Layer.
Open Paper4, paste as a new layer below Dark Blue Rectangle, Activate Dark Blue Rectangle Layer, Selections/Select All/Float/Defloat/Invert, Activate Paper4 layer, Cut/Select None, delete Dark Blue Rectangle Layer
Open Paper7, paste as a new layer below Red Strip, Activate Red Strip Layer, Selections/Select All/Float/Defloat/Invert, Activate Paper7 layer, Cut/Select None, delete Red Strip Layer

Add Drop Shadow
