This tutorial is written for those who have a working knowledge of PSPx3 (any version should work).

Open new image 700x700.
Add new raster layer and flood fill #FFFFFF.
Open Pp7 and add as a new layer.
Open Mask of choice or the one I used (WSL_Mask84).
Layers/New Mask Layer/From Image/Source Luminance/Invert Mask Data.
Layers/Merge/Merge Group.
Open EL13, paste as a new layer, resize 75%, add drop shadow.
Open EL3, paste as a new layer, resize 55%, add drop shadow.
Open EL35, paste as a new layer, resize 25%, resize 55%, add drop shadow, duplicate a few times are arrange around tag.
Open EL47, paste as a new layer, add drop shadow.
Open EL7, paste as a new layer, add drop shadow.
Open EL26, paste as a new layer, resize 65%, add drop shadow.
Add Name and Copyright info.
Merge visible, resize 80% (if desired) , save as a PNG!
